Potential social care reforms: a solution or not?

As recently reported, the Prime Minister is exploring whether there are viable options to reform the social care system and how it is funded.

We welcome reform and have long campaigned for changes to a social care funding system that can result in individuals losing assets accrued over a lifetime to meet care costs.

The reality is that successive governments have tried and failed to make meaningful changes to the system of paying for care since 1997, largely because of the prohibitive cost involved. Most recently, the current Labour government cancelled the previous government’s plans to introduce a cap on care costs.

Social care funding is entirely separate from funding for health needs. If an individual is paying for their care but their need for care is primarily due to health needs, they may be entitled to have their care costs paid in full by the NHS.

Any positive changes to the social care funding system are long overdue and would be welcome. However, history shows that reform is unlikely to be achieved in the short or medium term, and may not be achieved at all.
