A recent Telegraph investigation has revealed that the NHS paid a private company, Liaison Group, a 33% commission on the savings it generated by removing or reducing patients’ NHS Continuing Healthcare (CHC) funding.
Across multiple Integrated Care Boards, Liaison Group has helped cut more than £3 million in CHC spending. Critics warn that this ‘shared‑benefit’ model, where the assessor is financially rewarded when patients lose funding, risks undermining clinical independence and patient trust.
Charities have previously stated that families are already facing tightened eligibility, growing assessment backlogs, and increasing pressure on budgets. CHC funding is a financial lifeline for individuals with the most complex health needs. Any system that incentivises cost-cutting raises serious concerns.
Families should not face this alone
This investigation reinforces what our clients experience every day. The CHC process is challenging, inconsistent, and too often stacked against the very people it is meant to help.
When private companies profit from cutting care packages, it becomes even clearer that:
- You need an expert on your side – Navigating CHC assessments requires expert knowledge of the NHS National Framework and clinical evidence. Most families are unknowingly disadvantaged without specialist support.
- You must be prepared to fight the system – Securing the funding you are entitled to is rarely straightforward. Cost‑saving pressures can influence outcomes, even when a patient clearly meets the eligibility criteria.
- Independent advocacy is essential to protect vulnerable people – Compass CHC exists to give a voice to families navigating the continuing healthcare process. We ensure assessments are conducted correctly, evidence is accurately represented, and patients rights are upheld at every stage.
Tim Davies, CEO of Compass CHC says:
“This investigation exposes a deeply concerning reality, families are being disadvantaged by a system increasingly driven by cost‑cutting rather than care. No one should lose essential funding when private companies are profiting from reducing care funding. At Compass CHC, we fight to ensure that vulnerable people receive the care funding they are entitled to. With the right expertise behind you, you can challenge unfair decisions, hold ICBs accountable and have the best chance of success.”
